The decision of the Press Council of Kosovo on the appeal of Nezir Sinani, U.D. Communication Manager in Kosovo Energy Corporation (KEK), against the newspaper “Infopress”
6 February 2008The Energy Corporation of Kosovo, a joint stock company, on 09.01.08 filed an appeal against the newspaper “Infopress” which on January 9, 2008, published the article under the title “Hello Online in KEK”.
The issue in question was the usage of prepaid phone cards of “Vala” for a number of KEK employees, for which the newspaper claimed that they were distributed without any criteria, but without the necessary specification or concrete data.
However, KEK complaints for such untrue things written for a concrete person Faruk Gjukaj, an engineer employed in the Department of Implementing the Capital Projects.
After considering the evidence, it was found that he is not the brother of the director Arben Gjukaj, as claimed by “Infopress” and that Faruk Gjukaj was employed in KEK before Arben Gjukaj and that his right to have prepaid phone cards from KEK is in accordance with the regulation of KEK since Faruk Gjukaj spends most of his time in the terrain, working sites.
The Press Council of Kosovo is of the opinion that this misunderstandings would have happened, if the editorial office would have use all the public documents of KEK. If those documents would be provided by KEK, then this should have been mentioned.
Investigative journalism requires more patience. In this manner, there is a violation of Article 1, of Chapter II of the Code of Press in Kosovo.The newspaper “Infopress” published the main underlines of KEK against the article in question, in connection with Article 1, Chapter IV of the Code of Press in Kosovo.
