Adjudication of the Press Council of Kosovo on the Complaint of Vesta Nura, Coordinator of MKRS Visual Arts, versus Koha Ditore
20 November 2009In its regular meeting held 27 October 2009,upon reviewing the complaint of Vesta Nura Coordinator of MKRS Visual Arts versus Koha Ditore, in relation to an article published on 24 June 2009 entitled: Appointment of the Director of the Gallery in the hands of the new Managing Board Press Council of Kosovo rendered the following
ADJUDICATION
not to uphold the complaints
Reasoning
Vesta
Nura, coordinator of MKRS Visual Arts, complained to the Press Council,
against Koha Ditore, as the latter did not publish her reaction, which
came after publishing of the above mentioned article and which quotes a
statement entered by Vesta Nura. In relation to that statement, she
alleges that the journalist made up words that she did not say.
Upon
reading once more the emails, sent from Vesta Nura to Koha Ditore and
obtaining the standpoint of the representative of Koha Ditore according
to whom the newspaper was ready to publish the reaction of Vesta Nura,
however the reaction that they received was unclear and from reading it
one could not understand what was she complaining about. The newspaper
established contacts with her in order to try and clarify the content
of her reaction, however even after such contact, it was still unclear
what was Vesta Nura complaining about.
We
will cite a part of Vesta Nuras statement who said that she did not
use the words: role, council, constructive, position, contribute,
appear, obstacle, standpoint, decisions, possibilities.
While
her statement published by the newspaper is: My position will be to
contribute and not become an obstacle on the standpoints that will be
taken by the Board during the process of appointment of the Director of
the Kosovo Gallery of Arts.
Heaving
all this in mind, PCK decided not to uphold the complaint of Vesta Nura
as it remains unclear vis a vis her statement published by the
newspaper.
Pursuant
to Article IV of the Kosovo Press Code, the newspaper is obliged to
publish the reactions and/or rebuttals, however if they remain unclear
as it was the case here, even after several attempts by the newspaper
to clarify the response so as it is more understandable in order to
achieve its aim, in such a case the newspaper is not obliged to publish
the response which is unclear and does not achieve its objectives only
per se.
